Residence Permits
01 | La Residencia Pasiva in Andorra
The Andorran passive or non-lucrative residence permit is an immigration program intended for individuals with sufficient financial means of substance. This program is designed for those seeking a lifestyle change or who enjoy their retirement in pursuit of an enviable quality of life.
Each candidate must meet certain requirements in order to obtain residency in Andorra under the passive residency program, including:
- Medical insurance: Have a private medical insurance valid for at least 24 months in Andorra.
- Residency: Possess a regular and long-term accommodation in Andorra and spend a minimum of 90 days each year in the Principality of Andorra.
- Financial means and Investment: i. The applicant must first demonstrate that they possess sufficient financial means to reside in Andorra. These funds may be used to cover daily living expenses in Andorra. The main applicant must justify an annual income equivalent to 300% of the Andorran minimum wage, which amounts to €49,545, and an additional income equivalent to 100% of the minimum wage for each family member, amounting to €16,500 per person.
ii. The applicant must then transfer €50,000 to the Andorran Financial Authority (AFA). In the case of dependents, an additional deposit of €12,000 per person is required (for example, spouse and children). This deposit serves as a security bond held by the Andorran authorities for the entire duration of the non-lucrative residence permit, in accordance with applicable regulations.
iii. Invest a minimum of €1,000,000 on a permanent and effective basis in one or more eligible types of assets in Andorra.
iv. Cover government fees for the issuance of the initial residence card: €2,500 for the main applicant and €500 for each family member.
Our team is available to provide a preliminary assessment of the required investment assets, in order to offer a more accurate calculation tailored to your specific family situation.
* Please note: these requirements reflect new provisions introduced by the Andorran authorities in 2026.
Foreign documents must be translated into Catalan by a sworn translator in Andorra. Certain documents issued in Spanish, French, or English may be accepted by the Andorran Immigration Department. In addition, most documents must be apostilled.

- Deposit with AFA: After your application has been reviewed and approved by the Andorran Immigration Department, you will be required to transfer the applicable deposit to the AFA (Andorran Financial Authority), namely €50,000 for the main applicant and €12,000 for each dependent. *This deposit is non-refundable since 2026.
- Obtaining the first Andorran residence card: Once your residence permit is ready, the Andorran Immigration Department will notify you. You will be required to pay the applicable government fees for the issuance of the residence card, valid for two years. If you are unable to collect it in person, we may collect it on your behalf under a power of attorney.
From this stage, you will have a period of six months to complete the required investment in eligible Andorran assets. Finally, once the residence permit is issued, you will have 30 days to submit a certificate of residence registration from your local Comú to the Andorran Immigration Department.
Key Additional Information on Residency in Andorra
According to Andorran immigration law, the first residence permit is valid for a period of two years. It may be renewed for an additional two-year period, followed by a third renewal valid for three years. After seven years of legal residency, you may be eligible to apply for permanent residence status in Andorra, which is valid for ten years.
It is also possible to obtain an Andorran driving license. If your original driving license was issued in a European Union member state, no driving exams are required. However, if it was issued in a non-EU country, the applicant will be required to pass a practical driving test.
Andorran residents may also be eligible to request refunds of taxes paid on goods purchased in Spain, France, and other EU countries.
The standard VAT rate in Andorra is 4.5%, significantly lower than in neighbouring countries such as France (20%) or Spain (21%). As a result, many goods and services—such as luxury vehicles—may be more competitively priced in Andorra.
The legal framework governing the “non-lucrative residence permit” in Andorra is based on Llei 9/2012, del 31 de maig, de mobilitat internacional per raons no lucratives and the Reglament de desenvolupament de la Llei 9/2012, del 31 de maig, de mobilitat internacional per raons no lucratives.
There are three main pathways to obtain Andorran citizenship:
By naturalisation: After holding legal residency and living in Andorra for 20 years, you may apply for citizenship by naturalisation. This period may be reduced to 10 years if you have completed your education in Andorra.
By birth: A child born in Andorra may acquire Andorran citizenship if the parents hold legal residency in the country.
By marriage: Citizenship may be obtained after being married to an Andorran citizen for at least three years.
